Harold Perkins, the 38-year-old Philadelphia man who planted hidden recording devices in public bathrooms on the Ocean City Boardwalk last June, has pleaded guilty to two counts of fourth-degree invasion of privacy.

On Thursday, June 12, Perkins drove from Philadelphia to Ocean City and placed six small cameras, disguised as pens, in boardwalk bathrooms at 6th, 10th, and 11th streets. Prosecutors said the devices captured numerous people in various stages of undress, including 15-20 children.

Perkins was arrested on June 20, 2025, at his Northeast Philadelphia home following a multi-agency investigation involving Ocean City police, the Philadelphia Police Department’s Special Victims Unit and the Department of Homeland Security. He was held without bail after a July 14 detention hearing, with prosecutors calling him a danger to the community.

Perkins entered his guilty plea on May 6, 2026, in Cape May County Superior Court. The plea represents a significant reduction from the original charges: six counts of invasion of privacy and six counts of endangering the welfare of children by manufacturing child pornography.
